Introduction

"– Mankind is more disposed to suffer-- while evils are sufferable-- than to right themselves by abolishing the forms to which they are accustomed."[1] This is the third sentence of the U.S. Declaration of Independence, and it is still relevant today. My name is Bleauregard von Kasadu (Blu), and I am a resident of Susan Court Apartments. I am here to report on a series of incidents that have been unfolding here for about twenty years. There is a gang that owns and manages rental properties in Oregon, who neglect and abuse their residents in order to continue maximizing profits by avoiding permit fees and major repair costs. They framed Niya Breann Sosa-Martinez for the death of her 4-year-old son in 2014, resulting in her 11-year prison sentence. It is likely they are also involved in drug activity, most notably methamphetamine, heroin, and/or cocaine. I am here to put a stop to their activities. The people involved in the various coercion methods you will hear about in the timeline of events herein are hereinafter collectively referred to as the “Susan Court Gang”. This gang may include Martin Mueller, Patty Vance, Patty’s husband, Jason Vance, Ben Crosby, Keare Blaylock, Joanne Guillory, Alexis Todd, Chad Goffin, Chris Trussell, Bob Weatherly, Kaileigh Westermann-Lewis, and Lynda Rose. It is important for the health and safety of the public to make this situation transparent, and I seem to be among the few willing to openly talk about it; let alone attempt to manage a response to it.

This report serves to make light of the traitors that live freely within the borders of our great nation, and the behaviors they exhibit that insult, manipulate, and damage our American values. Through careful consideration of the evidence presented, I hope to (1) charge Patty Vance with stalking, harassment, intimidation, discrimination, and retaliation; (2) repossess Martin Mueller’s Oregon properties, including its structures, fixtures, and appliances; (3) revoke Martin Mueller’s, Patty Vance’s, Debbie Vance’s, and associated party’s privilege to manage rental properties in the State of Oregon; (4) bill the accomplices to the events that have unfolded for any and all legal fees throughout this entire criminal and civil case, divided among them; (5) inspire the resignations and/or terminations of the city and county officials involved in Martin’s and Patty’s crimes, and ensure they cannot apply for any government positions again; (6) switch out Niya Breann Sosa-Martinez’s prison sentence for Patty Vance’s and Martin Mueller’s; and (7) file a restraining order against Patty’s immediate family.

Susan Court Apartments is unlivable due to black mold, aging structures, and an unsanctioned septic tank. There has not been a city or county building inspection here since 2001, and it may be because government officials are being paid off by Martin Mueller and/or Patty Vance to stay quiet, and/or the government officials in question are all part of the Susan Court Gang. There are multiple reckless drivers and violent tenants, the majority of which are reasonably suspected to be part of the Susan Court Gang. As a result, Susan Court Apartments is an unsafe community, especially for children. The property management company has not only allowed the conditions of this complex to worsen over a span of about twenty years, but any effort to report it to them for service is also deliberately neglected, ignored, half-finished, and/or retaliated against. Personally, I am being met with a range of stalking, harassment, and intimidation techniques by Patty and the Susan Court Gang in retaliation for my reports.

Apartments on Susan Court, LLC are a gang of bullies that neglects and abuses its residents to avoid paying permit fees and major repair costs. They are a group of people conducting and preserving unlawful activity, period.[2] Here in this report, I will explain the events leading to these conclusions, followed by a discussion on what I believe is at play. Susan Court Apartments has become a sort of incubator for the unbalanced mind. There is a reasonable approach to fixing this problem, but we have to organize well. I am fully committed to remedying the disturbances that exist here at Susan Court Apartments, and I will not cease until Martin Mueller, Patty Vance, and the Susan Court Gang are brought to justice.

The events described herein are spread across a timeline between 18 August 1998 – 15 August 2021. Events beyond these dates may be referenced, such as a lady that mentioned the apartments looked “run-down” in the '70s. The timeline consists of logs and dialogues, which may be paraphrased to ease the process of reading the communicators’ messages. Some people neglect to invest in proper grammar and punctuation, resulting in confusion or frustration for the reader. However, I have provided raw snapshots and emails of the conversations in question. Evidence is annotated where it applies, collected in a “cited sources” section at the end.

Physical copies of this report may be attached and stapled together with visual evidence. There is evidence provided that cannot be shown in this document, such as recreating a snapshot from my phone that I can demonstrate in court. Digital copies of this report have web links provided, each navigating to sections of a website or cloud server to show proof of my point of argument. The cloud server I used is called MEGAsync, which is based in New Zealand.[3] Documents, emails, videos, and pictures relating to this incident are found therein. The web service I used for email correspondence is called ProtonMail, which is based in Switzerland.[4] Government documents will be referenced as evidence, which has been found by searching public online government records systems. There will be conversations referenced that appeared over public Facebook groups, private Facebook messages, public Nextdoor posts, and private Nextdoor messages.

Snapshots of picture and video evidence with portrait-style dimensions are provided by the rear camera of a white Motorola smartphone, called a “One Fusion Plus”.[5] It has a 64 mega-pixel quad-camera megapixel system, consisting of a 64-megapixel lens, a 118-degree 8 mega-pixel ultra-wide-angle lens, a 5-megapixel macro vision camera lens, and a 2-megapixel depth sensor lens. Video software included for the rear camera includes slow-motion, timelapse video, hyper-lapse video, electronic image stabilization, and ultra-wide. In order to take a snapshot of the screen, I press the phone’s “power” button and “volume down” button at the same time while the screen shows what I want to snapshot. It flashes the screen once and reveals that a picture of the screen has been taken. I can plug the Moto Fusion One Plus phone into a laptop, and pull photos and videos off the phone to publish on a MEGAsync cloud server. Then click/tap “Get Link” on the file or folder in question from the mobile app or website, to produce a public weblink; such as those presented in the Cited Sources section of this report. Snapshots with landscape-style dimensions have been taken with the “print screen” function of an Acer E5-553-102Z laptop, which has also been used to prepare this entire report. Some photos show two screens in the same file. This is because the laptop was connected to a Sigcus LCD HD TV using an HDMI cord, which extended my desktop screen. I was working on this report as I took the snapshots. When I press and hold “Fn” and press “PrtSc SysRq” on the Acer laptop’s keyboard, the screen flashes once, creating an image file that I can publish on a MEGAsync cloud server. I made digital scans of physical documents used as evidence with a black Canon MX410 printer/copier, that is now hosted on a MEGAsync cloud server for the purposes of this incident.[6] This report was typed, using the LibreOffice software suite.[7]

I took snapshots of maps, public records, and conversations over public Facebook and Nextdoor posts. I cannot prove that the people commenting in the groups are indeed those people. As a matter of fact, one of our highest national security threats are malevolent hackers. There are a variety of ways to acquire someone’s online account information without their knowledge. However, I can prove that I have the capability to snapshot a genuine series of online reviews and Facebook comments. I can prove that those public reviews and comments from those sites once existed. If any review or post is missing despite me having a picture of it, it is because it was deleted to cover up evidence of wrong-doing. If those reviews and/or comments are missing today, it only serves to strengthen the accusations laid out before you.
