01. Tuesday 18 August, 1998 – The Signs


Arlin Adamson was issued a permit for two western cedar signs; one large and one small.[8] They were set into concrete. The larger sign was set at the west entrance, with the smaller sign positioned at the east entrance. The permit was set to expire on 14 February, 1999.

02. Thursday 10 September, 1998 – The Foundations


Arlin Adamson was issued three permits for “new foundations under existing apartments”.[9][10][11] There are three site addresses listed; 1155 Susan Court NE, 1160 Susan Court NE, and 1165 Susan Court NE. The permits were set to expire on 09 March, 1999.

03. Wednesday 20 January, 1999 – The Service Panel


Arlin Adamson was issued a permit for 1 service panel of 200 amps or less, and 10 branch circuits.[12] The permit was set to expire on 19 July, 1999.

04. Wednesday 20 January 1999 – The Shop


Arlin Adamson was issued a permit for a 24’ x 20’ x 36’ shop/storage, approximately 50’ from the nearest apartment building on the property.[13] The permit was set to expire on 19 July, 1999.

05. Friday 16 November 2001 – The Backflow Device

Arlin Adamson was issued a permit for a backflow prevention device.[14] The permit was set to expire on 15 May, 2002.

06. Tuesday 26 January 2004 – The Deed


Martin Mueller bought two taxlots equating 3.22 acres from Jacqueline D Adamson for $3,295,000.[15][16] The taxlot numbers are 073W11AC07000 and 073W11AC07600.[17][18] The address is 1181 Susan Court NE Keizer, Oregon 97303. Legal definition: HICKS-JONES SUBDIVISION, BLOCK 2, LOT 5, ACRES 3.22. Martin Mueller lists his address as: PO BOX 02630337 SIOUX FALLS, SD 57186. The structures were built in 1977.

07. Tuesday 24 October 2012 – An Anonymous Review


Someone claiming to have been a resident at Susan Court Apartments posted an anonymous review on apartmentsratings.com.[19]

“Do not stay here. The maintenance takes forever, and is usually [..] done incorrectly. The management does not take care of problems and harasses tenants. Pets are allowed, but are expected to be taken off the property to relieve themselves. Problem tenants are not dealt with quickly. Expect added charges to be made up upon your exit from the apartments frequent plumbing problems.”

08. Tuesday 20 August 2013 – Deed Transfer

09. Friday 24 October 2014 – Another Anonymous Review

An anonymous review was posted to ApartmentRatings.com.[20][21]


“Absolutely the worst apartments I’ve ever rented. First of all, the manager ‘lost’ our last money order. We gave her a money order envelope, not just a plain envelope, a money gram envelope, with our keys and the money order. Somehow she got the keys but not the money order. When we addressed her about it she acted like she didn’t have a clue what we were talking about. The next time we talked to her about it weeks later, she all the sudden remembered looking around for the money order. Whereas a few weeks ago she had no idea what we were talking about. They allow all sorts of pets which is great but they don’t let you to walk them on the property. Management told us to walk our dogs at a very specific spot across from the complex that ended up being private property. There is no phone number to call management so unless you have the privilege of being home during their very limited office hours, there is no way to contact them. When you do talk to the manager she is very rude and when addressed about the phone issue she literally word for word, said ‘I don’t get paid to answer the phone.’ We didn’t have a smoke alarm. We didn’t have screens on our windows. We didn’t have a mailbox key for the first two weeks. Our dishwasher never worked the entire time we lived there and was falling out of the wall. We scheduled an appointment for maintenance and they never showed up. The apartment was not cleaned before we got there. In fact, the built in cutting board still had food on it. We lived there for two months and it was the worst two months ever.”

10. Friday 24 October 2014 – Human Sacrifices


Joce Johnson of the Statesman Journal released an article about a house-fire at Susan Court Apartments, titled “4-Year-Old Boy Dies in Keizer Apartment Fire”.[22]


“A 4-year-old boy perished in a fire that engulfed a small Keizer apartment Friday afternoon.

The boy's mother was able to make it out of the small unit that was destroyed by the flames, Keizer Police said.


The fire was called in shortly after 2 p.m. When the Keizer Fire District arrived they found the unit, one of four in a one-story building at the Susan Court apartment complex on the 1100 block of Susan Court NE, involved in flames.

The woman, who was not identified by officials, was out safe but her son did not make it out alive, said deputy chief Jeff Kuhns of Keizer Police.


‘We usually respond to these kinds of incidents along side the Keizer Fire District to see if we can render aid or get people out of the apartments. But in this particular incident, when we arrived the apartment was fully engulfed in flames,’ Kuhns said. ‘Shortly thereafter we learned one of the occupants -- a female -- was able to successfully evacuate the apartment, but unfortunately her 4-year-old son was not able to escape.’

Police and the Marion County District Attorney's Office are involved in the investigation of the fire because it resulted in a death.


The fire began in one unit and spread to the other three in the building that sits right in the middle of the complex. It apparently spread through the attic.

No one else was injured.

‘The fire definitely affected four units, but one is primarily heavily damaged,’ Kuhns said.

A group of onlookers from neighboring apartments gathered behind caution tape as officials responded to the scene.


‘It was pretty bad,’ said neighbor Jacob Alvis, who was getting dropped off at the complex while firefighters attacked the fire. ‘It's just tragic.’


Alvis said he saw the woman who lived in the unit crying hysterically.

Tammy Mikus lives in a unit attached to the one where the fire originated. She had left for the store and was gone for 20 minutes before she returned to see the fire and firefighters at her residence.

‘It was really intense,’ Mikus said. ‘They were trying to get the flames under control.’

Firefighters knocked her door down and put holes in her ceiling to attack flames that spread through the attic, she said.


Red Cross was on scene to help neighbors impacted by the fire. Police are handling the investigation, along with the Oregon State Fire Marshal.

‘We're not treating this as a crime scene. We're treating this as a death investigation,’ Kuhns said.

“Basically shortly after 2 o clock this afternoon, officers from the keizer police department responded to this location-- to this apartment behind us on report of a structure fire in an apartment that was on fire.[22] We usually respond to these types of incidents alongside with the Keizer Fire District to see if we can render aid or get people out of the apartments. In this particular instance when we arrived the apartment behind us was fully engulfed in flames. Shortly thereafter, we learned that one of the occupants-- a female-- was able to successfully evacuate the apartment, but unfortunately her four year old son was not able to escape.”

“Was anyone else injured at all?”

“No, just the 4-year-old son; deceased, as a result of the fire. Investigators are still here at this time. We will be working with the Marion County District Attorney’s Office, the Marion County Medical Examiner; and our investigators are teamed up with an investigator from the Oregon State Fire Marshal’s office. So right now, they’re re-grouping, and they’re getting ready to come back; and they will methodically go through the apartment this evening in search of the cause of the fire.”

12. Friday 24 October 2014 - Transcript of Video Interview Between Statesman Journal and Jason Shifflett

“I came outside, saw smoke in the house-- in the apartment; and then we were determining whether or not it would be safe for us to go into the apartment. There was a four-year-old insid, and the fire was just at the door-- engulfed in the doorway. You know, real big flames. We decided that was a bad option. The living room windows are popping out from the smoke and the heat; and then we went to the bedroom windows, which is the furthest room from the fire; and the window was already open. We opened it all the way up, looked inside; saw just black smoke coming out, so we said ‘that’s a bad idea’. I mean, we could suffocate trying to rescue a kid that’s in there, so he’s unfortunately still in there.”

13. Tuesday 04 November 2014 – Measure 91


The Oregon Legalized Marijuana Initiative appeared on the statewide ballot in Oregon.[23] It was passed with 56.11% yes / 43.89% no. The first legal sale date was set for October 1 2015.

14. Wednesday 22 July 2015 – The Details

Fox 12 Oregon releases an article, titled “Woman Guilty of Manslaughter for Son’s Death in Fire Sentenced to Prison”.[24]


“A woman guilty of manslaughter for the death of her 4-year-old son in an apartment fire in Keizer was sentenced to 11 years in prison Wednesday.

Niya Sosa-Martinez, 24, pleaded guilty to charges of manslaughter and endangering the welfare of a minor in June. She was arrested in October 2014.


Firefighters responded to a fire at the Susan Court Apartments to find Sosa-Martinez had escaped the fire safely, but her young son was trapped inside.


Andre Sosa, 4, died of smoke inhalation.

In court Wednesday, it was revealed that Sosa- Martinez was asleep at the time of the fire started, and she eventually admitted to smoking marijuana earlier that day. Prosecutors argued that was a clear violation of her probation, in connection with prior child neglect cases.


The state argued that instead of grabbing her son and running out of the apartment that day, Sosa- Martinez was more worried about getting in trouble, and tried to cover up the fact that drugs were in the house.


Prosecutors added that she tried to drag a burning mattress out of the apartment, but ended up getting it stuck in the front door. After that, it was too late to get her son out alive and he was left to die in the fire.


Family sat in support of Sosa-Martinez, despite of this and spoke to what a good mother she’s been.


Neighbors told FOX 12 in October 2014 that her behavior was odd as emergency crews arrived at the scene, including not showing any emotion and sitting down at a nearby gazebo to text on her phone.

Court records show she was convicted in two separate child neglect cases in 2011 involving Andre and another child. The other child, her daughter, was at school at the time of the fire.

In court Wednesday, Sosa-Martinez apologized to her family and friends, saying she takes full responsibility for what happened and is prepared to face the consequences.


Sosa-Martinez has previous convictions for theft and marijuana possession since 2010, according to court records.

16. Monday 26 February 2018 – Apartments.com Reviews

Two reviews were posted on Apartments.com the same day.[26][27][28][29]


“Fires and thefts; nothing done about either until the fire marshal is called - and then the apartment that called [is] immediately given a no cause eviction. I saw it pinned to the door even as moments later the manager was also ripping someone else a new one for visiting. I've talked to several [residents] and all need repairs but won't say anything because the manager treats others that have asked, aggressively. She does this because she knows she won't get in trouble; she's the owner's sister. They also raised rent but only give new move ins the updated appliances. The rest are still using ones that look like they've come from the poorer side of the Brady Bunch's decade. Rent posted on this site is wrong. They've raised it.”

“They never repair anything, fire Marshall just had to force them to bring at least 15 items up to code which is probably a good deal why that little boy died and less than 6 months after, another fire. [Don’t] complain either. They'll no cause evict you if you do. [Don’t] like it leave. [That’s] the mentality. Laundry machines are down 6 plus months, appliances are 1980s scrap yard pick ups that maybe work 40% and then only 60% of the time. Theft is rampant, they are well aware and also aware its people in the complex robbing others here...they don't do squat to change it. Again don't like it leave is the mentality. They'll leave dumpster trailers outside your window for months stinking up your place which with no a/c in the summer is just magical. There's no real nice outside areas due to dog crap, trash, food debris everywhere. Landscaping is never done. Again complain and they'll no cause evict you.”

17. Wednesday 25 September 2019 – ApartmentsRatings

An anonymous poster wrote a review about Susan Court Apartments on ApartmentsRatings.com.[30][31][32][33][34][35]


“Save yourself from mold and trashy areas around the apartment. Kids playground are literally metal poles that are not painted. Dog crap or food left on it. Apartments are not worth the rent you pay. Manager never comes to the back. Cops are always called because of visitors from tenants, and drinking doing drugs outside till late at night. Worst place.”

18. Wednesday June 09 2021 – First Attempt at a Second Copy

Patty told my brother, Jeremy, over the phone that she would make new copies of the lease addendum, because the copy she uses to make copies had become too faded and needed to be re-created. She told him that she would have it ready “tomorrow or the next, but definitely by Monday”. Note that Jeremy requested a lease addendum for me within the first few months of us moving in. Patty handed it directly to me. It had become lost, and was never a pressing matter to have me added to the lease. The process remained neglected for as long as we have lived at 1206.

21. Friday 11 June 2021 – First Campaign


I emailed a letter, titled “Request for Urgent Action on Preventative Measures at Susan Court Apartments” to various government agencies, including Keizer City Council, Keizer Police Department, Keizer Fire District, and the Oregon Governor’s Office. I requested advice. The letter was later updated with new events and a cited sources section, but contained the same strong message that there were[are] major problems at Susan Court Apartments that needed[need] to be addressed.[36] It is hereinafter referred to as “Call for Urgent Action on Preventative Measures at Susan Court Apartments”, or “Call for Urgent Action” for short.

22. Monday 14 June 2021 – Fourth Attempt at a Second Copy


Jeremy called Patty, who said she would leave the added lease addendum on his door by that evening. She failed to follow through.

Jeremy told Patty that if we did not have the lease addendum by Monday 21 June, 2021, then we would have to take legal action against her. He also told her that until we have a chance to discuss this situation with the owner (Martin Mueller), we are not allowing her or her crew to visit the unit.

23. Tuesday 15 June 2021 – The Cavalry and the Hand-Off

Three city workers showed up at my door without contacting me in advance; (1) Ben Crosby, who is the Code Enforcement Officer for the City of Keizer, and Vice President of the Code Enforcement Association in Oregon; (2) Keare Blaylock, who is the supervisor for the Environmental & Technical Division for the City of Keizer; and (3) Lieutenant Andrew Copeland, who is the supervisor for the Patrol division of Keizer Police Department. Ben seemed anxious, which sparked my curiosity. Lieutenant Copeland was trying to by sly with me about how people change, seeming to imply that the decade-long pattern of narcissistic behavior exhibited by the Susan Court Gang here is somehow excusable, because I myself have made mistakes in my own life and possibly given others the wrong impression. Lieutenant Copeland suggested making a list, so as to help organize my thoughts for presentation. I agreed.


As they were leaving, I passed by Lieutenant Copeland with a 23-page letter detailing all the problems of Susan Court Apartments, as well as a lease addendum I crafted in anticipation of Patty failing to meet her deadline.[37] As I was passing by Lieutenant Copeland, he jokingly asked me if I was already finished with the list, since I was carrying a stack of 25 pieces of paper.

The addendum had been signed by Jeremy and I, and provided clear language and structure to effectively add me to the lease agreement between Jeremy and Apartments at Susan Court, LLC. By its conditions, I would be required to follow all of the same terms and conditions Jeremy agreed to by signing his rental agreement. Patty was among people around the shed near the apartment’s gazebo, when I walked up to her and handed her the paperwork.

I made contact with Jeniffer Warner over email, who is a Public Works technician for City of Keizer.[38]

I am a resident of Susan Court Apartments, and I have become concerned about a storm water drain that was plugged and concreted over at the apartment complex. The parking lot floods during a good rain, and it would help considerably for that drain to be in use. I was wondering if you have information on when it was plugged, why it was plugged, and where the source of that problem is? I am being told it was because it backed up too much. “Good day, All of Susan Ct is private on appears to be on it’s own drainage system. We do not have public storm drain over there or that area so my first suggestion would be to see if you have asbuilts or blueprints of complex to see where that drain went to and/or call a plumbing contractor to come take a look and see if you have a French drain system or some sort of detention that connected there and was plugged. Current DEQ requirements and City Standards are that all drainage must remain onsite so you might want to explore

creating a new UIC system or swale to help with drainage. Let me know if you have any questions. Jeniffer”

26. Wednesday 16 June 2021 – The City of Salem Utilities Map

ArcGIS is a web service for creating data-based interactive maps. Government agencies rely on the software for collaborating and navigating on their work as it relates to spacial data. The City of Salem Utilities Map shows various municipal water, stormwater, sewer service lines, stations, etc. If you navigate to the Utility Layers List, you will see a list of layers that can be checked or unchecked to show or hide services provided throughout the Salem-Keizer urban growth area. “Sewer_Main” represents the main sewer lines hidden beneath the streets. Keizer appears well-connected to City of Salem’s municipal sewer system. “Sewer_Service” represents the service lines connecting the sewage of households to the main sewer lines.

If all the boxes on the Utility Layers List were unchecked-- except for “Sewer_Main” and “Sewer_Service”-- the map appears to show exactly which households are connected to the municipal sewer system, and which are not. Susan Court Apartments does not appear to have a service line connected to the main line along Candlewood Drive, nor anywhere else around it. There appears to be service lines connecting nearby households to Candlewood Drive’s main line, but not Susan Court Apartments itself.

Marion County Building Inspection Permit Search reveals there are no permits that exist for a septic tank or a municipal sewer service line connection.[42][43]

“Good morning Blu, I have copied the supervisor for the Environmental Department, Keare Blaylock, because I may give out wrong information. I believe you are talking about the storm water system , not the sewer system. The sewer system is connected. The storm water system is going to be a private system , where the water has to stay onsite, typically some sort of “drywell”. Even if you wanted an overflow to go to a pubic system, I do not believe there is one down Candlewood. Let me know if I can answer any more questions.

“Hello Blu,

Ben is smarter than he lets on...he’s absolutely correct that the Susan Court Apartments has a private drainage system (drywells); the City does not operate or maintain the system and there’s no public system in the area to connect to. Minor/temporary ponding is typical with infiltration drainage systems; many are designed to store water at the surface temporarily. If you’re concerned about flooding, you’ll need to contact the owner/property management company to report the problem. I hope this helps,

“Unfortunately, the management here cannot be relied on to make any appropriate changes. They lack a well-developed mirror neuron system that renders them apathetic towards the concerns of others, yet they retaliate passionately when told to keep children safe.

I need to find other ways to get things done around here, otherwise I have to do it myself.

Reconstructing a storm drain would be out of the question for them, despite any positive response they may have towards me or anyone else. It is expected that the response would be an attempt to stall, in the hopes that the concerning parties give up.

What are my options?”


“Also, I'm not seeing any sewage connections to Susan Court on the City of Salem Utilities map.

Is there a map available that shows the complex is connected?”

I have had no response from either Ben nor Keare ever since. I emailed Ben again on 21 July 2021, yet still have received no response.

28. Wednesday 16 June 2021 – Tuesday 20 June 2021 – Confrontation with a Young Veteran


Sometime between 16-20 June (I am guessing the 16th), there was a confrontation between a veteran (my age) and I. Although he has made progress in regards to his driving, around the aforementioned dates he would repeatedly speed through the area in front of my window. There was a 5 mph sign and "KEEP CHILDREN SAFE" sign that I was impelled to brandish in the absence of speed signs in the area, though he blatantly ignored it. He had a slightly disheveled American Flag decal on the back-right hand side of his vehicle. I left an excerpt of the U.S. Flag Code on the front window of his vehicle, that refers to U.S. Code Title 4 Chapter 1 Section 7 Sub-Section b.[45] It stipulates that "the flag should not be draped over the hood, top, sides, or back of a vehicle or of a railroad train or a boat. When the flag is displayed on a motorcar, the staff shall be fixed firmly to the chassis or clamped to the right fender." My comments in the packet I left were a little antagonistic, and I realized that mistake by the time I returned home. I went back to take the packet from his front window, but he had already seen it and was checking out his vehicle. I apologized to him for being antagonistic. He referred to it as passive-aggressive, which I agreed with. He told me he was going to fix it when he can, but that it had gone to war with him. I reassured him that he had every right to do what he needed to do; that it was his right as an American. I told him it is just upsetting to see all the people [around there] who don't care, "and then I see this" (referring to the American Flag sticker). "I was just like, 'seriously' "? Him and I shook hands. We seemed to understand each other. As I walked away, he encouraged me to keep looking out for similar violations.

Within three hours, he was speeding into the apartment complex past my living room window. I approached him again, asking him if he could go 5 mph. He sarcastically asked me if he should go 4 mph. I said, "you were going a little faster than that, weren't you?" Smiling kinda slyly, giving him the impression that I knew he was trying to pull a fast one on me. He started getting huffy, and asked something along the lines of "you wanna solve this right now?! Alright, we'll solve this right now!" I blatantly agreed with him. "Yes. Let's solve this right now." Well, he was talking about a fist fight. I was talking about...talking. He kept saying he wanted to hit me, or that he was ready to hit me. He asked me what I was going to do if he did not go 5 mph. I told him I would have to talk to him again, or I would have to report him. He yelled out to the complex that I was a cop caller. He looked to his two (or more) friends for support. He was still making comments about hitting me. I told him, "here, let me take off my glasses, so when you punch me in the face, you don't break my glasses". I took off my glasses, and tossed them into the gravel. He walked away to what I assume to be his unit. As he walked away, he was still spitting out frustrations. He told me not to come around the area again. I told him the laundry room was right there. I asked him if he was trying to stop me from doing laundry. He made a comment about how I needed it, because I stank. I smelled the inside of my shirt, and said "I don't know, Man. Smells like cologne to me!" We had to talk louder at each other, once he was a certain distance away. I walked towards his direction, and he insisted I walk away since he did. I agreed, and said "we have an understanding then" to which he agreed.

29. Monday 21 June 2021 – Denial of Lease Addition


Patty’s deadline had been reached for the lease addendum. Jeremy called her to see if she had completed it yet. She told him over the phone that she was declining to add me to the lease on the basis that I am causing too much of a disruption with other tenants. This was based on a letter that the young veteran wrote to Patty. Neither Jeremy nor I were approached by her regarding any incident before her decision.


The number listed as the Susan Court Apartments professional line went directly to voicemail during business hours shortly after the phone call between Jeremy and Patty. It remained that way throughout the rest of the day.

“I have lived here for 7 years! I can post pictures of my apartment, and I have two boys. The condition we live in is NOT CAUSING ME OR MY KIDS DEATH. I HAVE PICTURES TO CONFIRM THERE [ARE] SPEED SIGNS PAINTED IN WHITE PRINT 5 Mph on how fast or slow to go! Patty [and] maintenance crew painted them, and put signs up before I moved in. They were already there and freshly painted over the year. My unit that I live in is in amazing condition. I will be posting pics to show you guys because if this post jeopardizes my spot for me and my boys to live we could be homeless, so I take this post really serious...MAINTENANCE CREW IS ON TOP OF ANY MAINTENANCE THINGS THAT NEED TO BE REPLACED SO THE FACT YOU LIE ON HERE HAS ME IN TEARS...This is pretty serious, the fact you’d post things that ain’t true about the property. Susan court is [a] beautiful property, and is taken care of well. I’ll be the proof of that, so that you don’t have people on here believing [otherwise]. I’m really upset...there are different properties to live at so if you’re so unhappy with your unit here, move.”

“You said there isn’t any speed signs? That’s not true at all. There is, exactly like I stated above.”


She presented three pictures; (1) the speed limit sign that was recently installed to the office sign, near the mailboxes; (2) a “NO PARKING FIRE LANE” sign somewhere in the complex near a poorly maintained grassy area; and (3) a freshly-painted white “5 MPH” decal on a section of concrete.

Alexis presented a scenic photo of the gazebo in the complex, which is in the only area that receives any genuine aesthetic attention from maintenance...right in front of Patty’s office.[54] The photo performs well in distracting from the STILL unfinished gravel pit to the far-right of the image. A gravel pit that is devaluing the property by accelerating land erosion.

Joanne Guillory responded to the images that Alexis posted.

“Thank you Alexis for [posting] the photos, and [you’re] so right about everything you wrote. Some people should think about what they are posting.”

Alexis posted eleven additional photos, which consisted of what appears to be different rooms in a dwelling.[54]

What will lose your place is when it burns down or crumbles due to negligence of the property rental company. I posted a video and picture that was taken 11 July 2021, showing there were no speed limit signs or “5 mph” characters painted on the ground at the east entrance of Susan Court Apartments.

Both Joanne Guillory and Alexis Todd ceased to discuss the matter.

Joanne deleted three comments:[55]


(1) “If we have to move [‘cause] of your whining, that would be so upsetting and wrong. You are obviously a disgruntled tenant with a bad attitude and low self-esteem.”


(2) “I don’t know you but i’ve seen you around, and you’re as stupid as you look. These places are not [run] down. They are taken care of and if you have a problem, you tell the management and they fix it. Why don’t you just back off before you make everybody lose their home with your lies[?]”

(3) “And the fact that you say you are trying to protect us is a real hoot. You sound like a politician. Maybe we should pool all our money together, and bring you a few hundred bucks a week for all your help. [Oh my god], what is wrong with you[?] Go protect your mom, and don’t flatter yourself with our protection. Nobody needs a king [nothing], so just go away. We all think it’s pretty safe to assume that your political career ain’t gonna get started on the backs of Susan Court residents. Later boy.”

47. Thursday 12 August 2021 – Black Lives Matter

Around 23:00, I was watching television in the living room of my unit. I noticed a flashlight shining through the window, and looked to see one of the middle-school-age black twin females that lives here at Susan Court Apartments, emerge from what seemed to be her hiding spot between a white truck and a dark blue car.

The flashlight came from a police officer, who had her follow him west from the spot. As they were leaving, the officer stopped her to shine his flashlight at her facial area. It seemed like he was checking for injuries, as though she had been hit by someone.

48. Friday 13 August 2021 – Sleight of Hand


Patty stopped by around 13:40 to drop off an envelope for Jeremy. She knocked loudly, as one would describe as a “cop knock”. I answered the door, and she handed me an envelope. She request I hand it to Jeremy.


He showed me what was in it. The envelope contained a notice and a rental application for a new rental contract, with information on their screening process.[63]

The notice is dated 13 August 2021. It says,

Patty (13 August 2021):


“I am unable to accept your rent at this time due to recent information involving an unauthorized occupant residing at your address. I am returning your payment at this time. I also enclosed a rental application to be filled out by unauthorized occupant in order to move forward into possible tenancy if criteria is met. Thank you.”

49. Monday 16 August 2021 - Email Conversation Between Lynda Rose and Bleauregard Kasadu


On 11 August 2021, I had forwarded my updated letter to Salem City Council. They emailed Keizer City Council. I was emailed by Mayor of Keizer’s executive assistant, Lynda Rose.[64]

Lynda (16 August 2021 08:43):


“Hello:

I was asked to respond to your recent inquiry to the Mayor and City Council concerning the Susan Court Apartments. The City of Salem operates the

sewer system in Salem, Keizer, and the unincorporated areas of Marion County within the Urban Growth Boundary (UGB). As you know, the Susan Court Apartments are located in the City of Keizer and are currently on septic. That said, these are City of Keizer issues. I suggest you contact the City of Keizer’s Public Works Department at 503-390-3700 for follow up. The City of Salem will review plans and issue permits when the apartment owners are ready to connect the apartment complex to the sewer system. Kind regards, Lynda”

“Greetings,

Thank you so much for your email! I hope you are doing well.

What evidence can you provide to confirm that Susan Court Apartments is on septic?

“We have no records showing a connection to the adjacent sewer lines. Regardless, connection to sewer would not change the municipal jurisdiction of the property. In reviewing your list of concerns, they all seem to be related to code enforcement issues that would fall under the City of Keizer’s purview. Code Enforcement’s number is 503-856-3438.
